On June 6, H-Diplo, Robert Jervis International Security Studies Forum published a tribute honoring Owen’s scholarship and legacy:
"Owen’s obvious talent and evident enthusiasm made him a prime candidate for the summer internship offered in those days by the journal, International Security. It was easily arranged because Owen was a local boy from nearby Winchester, Massachusetts. We envisioned Owen primarily as a proofreader, a task for which he proved strikingly ill-suited. Nearly worthless at catching typos, Owen proved very adept at detecting flaws in the arguments of mature scholars many years his senior. His unusual analytic mind was evident even then."
