Heukjin Boo

CNSP South Korea Fellow

Heukjin Boo is a Republic of Korea Army officer who graduated from the Korea Military Academy and was commissioned in 2010. He currently serves as a Major.

From 2022 until recently, he worked at the Ministry of National Defense in the Nuclear Policy Division as a planner responsible for nuclear deterrence strategy.

Previously, he served in various leadership and staff positions across both forward and rear areas of the Republic of Korea, including assignments as platoon leader, company commander, and staff officer. In 2019, he earned a Master’s degree in Nuclear Engineering in Texas A&M University in the United States.

Claire Smark

CNSP UK Fellow

Claire Smark is a defence and international security professional in the UK government. She currently works as an analyst in the Cabinet Office, specialising in nuclear deterrence, proliferation and arms control issues. Prior to this, Claire led the UK Ministry of Defence’s nuclear disarmament and counter-proliferation policy team. Claire joined the UK Civil Service in 2017, and has a degree in Arabic and Islamic Studies from the University of Oxford.
