Although declaratory policy may sometimes be derided as irrelevant — adversaries care more about what America can do with nuclear weapons than what it says about them — the fact is that allies care a lot about what the United States says about its nuclear weapons, because their very existence may depend on the American pledge to use nuclear weapons in their defense. Given this, it is important to get declaratory policy right.
