Rachel Tecott Metz is an Assistant Professor at George Washington University, where she teaches military effectiveness and nuclear strategy. Prior to joining GWU, Rachel was an Assistant Professor in the Strategic and Operational Research Department at the U.S. Naval War College. Rachel received her PhD in Political Science in 2021 from MIT, where she was a member of the Security Studies Program. Her book project examines the United States' approach to building militaries in partner states. More broadly, she studies international security, military strategy and operations, military innovation, bureaucratic politics, and methods for studying war. Her work has been published in International Security, Security Studies, Foreign Affairs, The Washington Post, War on the Rocks, and Lawfare, among other outlets. Before MIT, Rachel worked in political risk consulting and studied nuclear proliferation. She holds a BA from Wesleyan University, where she graduated Phi Beta Kappa.
